Automatic Email for every new workitem

I've had similar requests, but on a smaller scale. The lead of a feature team has asked for a way to be auto-subscribed to all new work items filedAgainst specific WorkItemCategories, including newly opened and those where the filedAgainst it changed to their WIC. I haven't found a way and haven't found anyone who could do that within RTC directly.

If you find out something, I'd be interested also.

I have a project manager that his team just started to work with Work Items.

I would like to configre RTC so for each new work item he will get an Email.

I am familiar with the user editor - mail configuration options.
Is it a way to enforce that the manager would get Email for every new WI?

Is there an option to automatically subscribe the manager to all work items (and by that get the Emails).
