Hello,
While you currently can not remove our out of the box templates, you can set a default template for both/either Test Cases and Plans in Planning->Manage Templates. That way when a user creates a Case or a Plan it is "pre-seeded" with the template of your choice.
We have received a request to archive default templates waaay in the past via 19556: Allow archiving of default templates but not that many people had asked for it so we removed it from the backlog.
