problems with Beta 3 server

I must be missing something, but I just couldn't manage to create a project area in the Beta 3, Express-C server, run as a local server. It cannot go pass the step where you deploy/create a process definition for your project area. The error message is:

Problem(s) occurred deploying process definitions.
The 'com.ibm.team.rtc.default' client access license policy does not allow the 'com.ibm.team.process.server.saveProcessTemplate' operation.

Thanks in advance for any help!

The 'com.ibm.team.rtc.default' client access license policy does not
allow the 'com.ibm.team.process.server.saveProcessTemplate'
operation.

The user which you are using to create the project area must have a
"Developer License" assigned.

I'm still having some troubles. I don't know the location of the Client Access Activation key. The help page (https://jazz.net/jazzdocs/index.jsp?topic=/com.ibm.team.repository.web.admin.doc/topics/tmanageusers.html) unfortunately doesn't say where I can find the 3 free keys that should come with the Express-C server.

The license keys are already pre-installed on the ExpressC server, they
just need to be assigned to the individual contributors.

Open the page "https://localhost:9443/jazz/admin" and go to the "License
Key Management" page to review the available licenses. See screenshot
license-keys.png

The licences can be assigned via the "User Management" > "Client Access
License Management" page. See screenshot assign-license.png

Unfortunately, the screenshots are not accessible via the forum's web
interface, but only when using an NNTP client. I've sent a mail to the
webmaster regarding this issue.
