Is there a way to query which Test Plan a set of Test Cases belong to? If I'm looking at test cases and I select some of them by function, how do I find out what test plans they are in?

I am not aware of any way to go this in the UI. You could use the RQM Reportable REST API (https://jazz.net/wiki/bin/view/Main/RqmApi#fields). For examle:
