CC Importer: work item or change request must be associated

After a long run, I got this error during CC import. I've upgraded the RTC client and CC sync to 3.0.1.1, but server still 3.0.1.

Reason Code: forbidden
Reason: 'Deliver' failed. Preconditions have not been met: A work item or change request must be associated with the change set or a comment must be set." in 17 second(s)

Yes, that support note still applies, but in 3.0.1, there is an easier
way. Just open the sync stream editor, and on the Jazz page, there is
a button for creating a work item to associate with that sync stream.
And then just set the fields of that work item to satisfy the
requirements of your process for delivering changes to the synchronized
stream.

I am still getting this error in 3.0.1.1 even after following that tech-note to create a work item. Below is the work item and the Jazz tag.

"A work item or change request must be associated with the change set or a comment must be set."

How can I associated with the change set or a comment here?

Below is the last part of the build log:
1. What does it trying to do?
2. What stage it is now? All files imported? When I show component repository files, I see more files in INTERNAL workspace then CLONE then the one in sync stream.

The easiest way to work around this problem would be to temporarily
change the process on the sync stream to not require that a work item or
comment be associated with a change set, then perform the sync, and when
it succeeds, set the process back.

I've submitted work item 183542 for this problem (and subscribed you to
it). Please post any additional comments/problems on this issue to that
work item, so that the development team is made aware of them.
