Unable to install RRCBrowserAddon for user in IE8

I have a user that whenever he attempts to install the rrcbrowseraddon it finishes the download of the cab file for ie and then the browser hangs and never runs the install script. It does not create the RRCBrowserAddon folder in the user profile directory, and it does not drop the file into the "Downloaded Programs" folder in the windows directory. Yet if another user attempts to install on the same machine they have no problem installing it themselves and running it. Also, if the user who cannot install attempts to use the addon installed by the other user it freezes also.
