It is not clear your RTC version and whether you use any client like Eclipse to connect to.
From the error messages "insufficient permissions", it is likely that the user does not have Repository Permission like JazzUsers group allocated to or it is not a member of project area with the proper roles allocated. You need to check with those first.

I would agree with Don, this is likely due to a missing repository role but since it is totally unclear how the user management is done (LDAP?) and there is no information whatsoever in the question, support is likely the better option.
