Where is this Palette for Flow Diagram? How to add User?

How can I access to this Palette? Can find it. And how can I make a user appears in the diagram. I can drag and drop streams and workspaces, but I can't do that for a user. I try to drag and drop a user from the Team Organization view, doesn't work.

There is a triangle at the top right of the editor. Click it to open the palette. It is the flow diagram editor so users cannot be placed on the diagram. Only streams and workspaces can be shown.
