Hi,
it appears that story 95864 is the context for which the wiki you mentioned describes how it is going to be implemented.
Apparently it is in backlog but according to comments, it seems planned for 3.Next.

That functionality was deferred out of the 3.0.1 release.

I just found out today that one of our Business Partners offers a server side Jazz-Email plugin. Maybe that fits the bill?
