Assigned a non-member user to a review

I consider it a bug that you can add them to a review but they cannot participate. Currently only those users defined in the project area can comment.

and feel free to subscribe yourself and add comments. It would be helpful if you were to add the reasons why this is important to you; in many deployments it's a feature that only defined people can comment (which is why we implemented this behavior first).

Canberk, I noticed that 41493 is actually an enhancement request. I would highly recommend opening a new work item for the issue you discovered with adding non-project members to a review, as that should really be treated as a defect.
