View requirments in the test plan view

How are you able to view requirements for a test plan? When we click the requirement section in the test plan nothing shows on the table. There is no way to add requirements either from that screen. I have seen where we can use collection links and that works, but how can we do this without creating collection links?

Individual requirements can be linked to Test Cases, but Test Plans link to Requirement Collections in RQM 3.0.1.
The original ReqPro and internal requirements functionality allowed linking single requirements, but that was removed in favor of this new usage pattern.
We thought this move was for the better for our customers and the decision was based on user feedback, however, some people disagree.

We have a slightly different problem with requirements linkage. When we try to associated a requirement to a test case, we get this error: "NO requirement management provider configured, please consult your administrator for more details." We are using RQM 3.0.1 and the project is linked to a ReqWeb Project. We are able to add a RequisitePro view to at the test plan level. But we get the same error as above when we try to add a requirement collection to the test plan.
