"Feed Query Maximum Entries" setting is ignored

I have "Feed Query Maximum Entries" set to 5000 but queries are still maxing out at 1000 in both the web and Eclipse UI. Is there some magic to getting RTC to read that setting? I closed browser and Eclipse and went back in. I checked that the max is still set to 5000 but the queries still only show 1000.

Some feeds rely on work item queries which have their own limit, what
feeds are you looking at? Query feeds?
