What permission is required to change ownership of work space owned by other users?

  Workspace is owned by user X and if he/she is on vacation need to change ownership of workspace to other user to complete the task. What permission is needed to change the ownership?

Problem
Permission denied during "Source Control Operation".

Permission denied. Only the owner of the repository workspace can modify it.
