Role Based Process Permissions

In the feature list on the download page I found the "Role Based Permissions (RBPP)" to be only available in the Standard version. I've been looking at the different versions and e.g. in the Express C version I can still assign permissions to different roles.

Will this functionality over time be restricted or does the RBPP resemble something else?

FORUM ADMINISTRATOR / FORUM MODERATOR / JAZZ DEVELOPER
You can still assign permissions in the editor, but these permissions
will not be enforced on an express server.

In the RC4 build, the permissions editor will explain this in bold red
text at the top if you are connected to an express server.

So this means that in the Express version, anybody can pretty much do as they please...
