Only owner can modify the work item

I don't know of any way to do this.
A work item requesting this functionality is 88779: (Add special "owner"
and "creator" roles, that specifies what the "owner" and "creator"
respectively of an object can do to the object)

This is a very important functionality which ClearQuest can support this one easily.
Who can provide the workaround?  Thanks in advance.
