Load workspace defect?

I've been importing a svn dump file. I've noticed if I don't do a "Load as..." for the component then it won't load all files.

If I try to load any of the missing files RTC will throw an error.
I have two components in this workspace, one is the baselined component for the branch and the other component is for the branch. If rt click on the Workspace and select Load, select the "Load the root folders of the components as projects", click next. The "Repository fldrs to Load" dialog I use the advanced option to not create any eclipse project files and then hit finish. The workspace doesn't load File 1,2 or 3. If I unload only that component and then do a Load as and give it a folder to load in (same advanced option) then files 1,2 & 3 will appear. I also will be able to edit this files as well.

I really think this is a defect but wanted another opinion or maybe someone knows of a defect/enhancement that is already submitted. I did do a search on the work items but didn't find anything that fits this description. I think I read a thread on the forum that talks about this but I couldn't find it again.
