Missing Custom Attributes

I have just created a new project area from a captured process template that seems to work fine in all respects but one. All of the custom attributes on our work items are not available...

    I can't move work items to the new project without warning about missing attributes.
    I can't create a new work item with the custom attributes.
    I don't see any custom attributes in the Query Editor.

I looked at the process configuration and the custom attribute is defined on the Types and Attributes and the Editor Presentations. It just doesn't show up anywhere.

This is using RTC 2.0.0.2, has anyone seen this?

Edit: When I try and move a work item I get the following:
