You cannot ... you can only "archive" a user (to keep required user
fields from containing null values).

Does that mean you can "reactivate" a certain user which was previously deleted/archived?

Yes - you can archive users and unarchive them - RTC works like this because users and other elements might have links/references to other items that you do not which to delete. Be aware though that some things can not be unarchived (usually you will get a warning of this when trying to archive it)
