Associating workitem categories with multiple team areas

A work item category can be associated with one team area per
development line. The effective team process of the team area associated
with the work item category defines the process that applies to the work
items assigned to the category.
If you could assign a work item category to more than one team area per
development line the process that applies to the work items is unclear.
For example, one team could allow everybody to change work item
priorities whereas the other team could grant that permission only to
contributing team members.

Seems in beta2 that a workitem category for a process area can't be
associated with more than one team area. Seems like if I had
multiple project teams sharing the same project area, I'd want them
to use the same workitem categories. Why the limitation?
