Is it possible to set up notifications so that I am only notified when a personal build that I requested completes?

 Yes.  You set up the Email Notification contributor for the build and make a rule for Personal Build and there is a canned option for user who requested the build.

I was thinking of the "pop ups" that show up on the Eclipse client, but an email notification will do the trick.
