HTML Viewlet not displaying JPG picture

I have added the HTML Viewlet to a dashboard. In the viewlet, I have set the contents to point to a URL that points to a JPG picture showing status.
The picture shows for me, but other folks are not seeing the picture in the HTML viewlet pointing to the picture showing status. Most are reporting this on Firefox 3.5.9 in Germany. I have tried testing on FireFox 3.5.9 on my machine in North America and the picture displays.
Any ideas why it is not working for some and how to fix would be appreciated.
