RQM - Can a defect be emailed with its attachments??

Is there a facility in RQM whereby a defect can be emailed via RQM along with any attachments in it to a developer who doesnt have access to RQM?
Due to limited number of user licenses access to all the devleopers cannot be given.

Unfortunately this is not supported. The current functionality is that updates are mailed out to subscribers with deltas whenever an edit is made with the assumption that the user will go open the full record if they need additional info, like attachments.
To be honest I'm not sure how licenses are being sold, but there are different license types. Perhaps you could look into getting "viewer" licenses for these users? I have to assume they are cheaper than licenses that allow you to do edits so that might be an avenue you can take.
