Attached file name is garbled using bugzilla importer in RTC

There is a Japanese attached file name with bugzilla bug report in bugzilla (UTF-8) and I tried to import it into RTC from bugzilla. (ref: http://jazz.net/library/techtip/69) However, attached file name was garbled when importing. Please give me a advice to fix it.

I saw the above workitem and it seemed to make no progress. Do you have any plan to fix it? By the way, my bugzilla is configured to use UTF-8 and Japanese is used for the file name.
