To realize same web site as what Jazz.net and RTC

I don't know here is suitable place to ask my question but I want to ask one question regarding to Jazz.net as portal web site and relating to RTC.

My prospect is willing to have same developer community portal site as Jazz.net.
I assume Jazz.net site consists of some components such as RTC and portal web site and work together. For instance, we login to web site page instead of RTC login page and it is passed through RTC.

Can anyone advice me what systems/tools to get except RTC and how we compose them like Jazz.net?
