Do we have 'Group by'feature in RTC Query ?couldn't find one.
Say, I have an And group condition added and it has 4 fields added and I want to group by one particular field.

I have not found a configuration option in the UI that would provide this. This would also require a completely new UI, because you would have to be able to display the groups. I'd suggest an enhancement request here: https://jazz.net/jazz/web/projects/Rational%20Team%20Concert#action=com.ibm.team.workitem.viewWelcome

Currently we use RTC Plan to group work items by creating new Plan Views. But Plan is not as flexible as Query as you can only use Team and Iteration as conditions. This is the ER to make it more flexible:
