ClearQuest Connector Pending outgoing issue

I'm using RTC 2.0.0.2 and the ClearQuest Connector at the same level. ClearQuest is V7.1.1.
I've configured the connector and the synchronization rules as per the documentation and the sync from ClearQuest to RTC appears to be working. I then enabled the Outgoing synchronization using the RTC administrator web UI in the Item Interoperation section. Changes I make to RTC work items that are linked to existing ClearQuest defects are not automatically synchronizing. The status always shows Pending outgoing.
I've restarted both the CQ Gateway and the RTC server. What am I missing or what should I check to see why these synchronizations are not happening automatically?

have you checked if the outgoing synchronization is also enabled on the connection in the synchronization rules view?

Thanks Ralph. That was disabled (checked). I unchecked it and the Outgoing sync triggered eventually. But the that switch is talked about in the section which explains how to create and modify external repository connections.
