RQM Viewer license

I want to create a user which ONLY has read-only "view" capabilities for a project in Quality Manager. Do I need to purchase a license?

I'm finding this help file confusing:

It states that there is a viewer license, but it is capped to the maximum number of users allowed per server edition (Express = 5 users maximum). However, it then states that the server is limited to 0 users -- for both Express and Standard edition of RQM. Why have a viewer license if all versions of the server don't allow any viewers?

I'm also finding the Jazz user administration page confusing. The user administration in our Express server shows a "viewer" license -- but it is grayed out and can't be selected. Is this correct? It states:
"A user that has not been assigned a Client Access License has read-only access to all capabilities. A Client Access License is also not required for a user to administer a Jazz Team Server. The server does not limit the number of users with no Client Access License assigned - they will not be counted as part of the server limit. "

Are viewers, if they exist, "not counted as part of the server limit" or are they counted as part of the server limit as specified in the help?

I understand that "Jazz" is separate from "RQM" but in every other Jazz product I have worked with (RTC, RRC), to get a view only user you simply need to create a new user, assign no license, assure that the permissions are configured correctly for the project, and then login. Is this different for RQM?

Does the Rational Quality Manager "viewer" client access license exist and how is it sold?

Hi

It might be confusing but the viewer license do exist and can be purchased as either Floating or Authorized.

Note that the license gives rights to create work items but only read access to the rest of RQM.

JAZZ DEVELOPER
This table applies to the out of the box configuration and the set of
included licenses.

During the trial period both editions allow X number of Viewer licenses.
Once the server activation kit is purchased and installed, the "trial"
column is no longer in affect. The Limit/Included columns indicate that
for the current viewer CAL that is installed, there are no viewer CALs
included with the activation of the server. (As opposed to the Quality
Manager CAL, which include 3 with the activation of the server).

If you choose to purchase a viewer CAL you will be provided with a
permanent viewer CAL which would indicate (for Standard) the the limit
being "-" which indicates Unlimited.
