Trigger External Pipeline on IBM DNG Stream Merge

Hi Team,

I have a scenario: when a changeset is merged into a stream in IBM DNG, there should be a trigger mechanism to trigger pipeline for Artifactory, Jenkins, or a GitHub workflow. In short, any merge to the stream should automatically trigger an external pipeline.
