DOORS Next allows you define Terms which are referenced from text of e.g. a requirement, and then you can group these terms in one or more Collections which you can publish as glossaries. See here for more detail https://www.ibm.com/support/knowledgecenter/SSYMRC_7.0.1/com.ibm.rational.rrm.help.doc/topics/t_manage_terms.html

That topic covers creating Terms - when you're editing an artifact, you can select a word/phrase and press control-Space to lookup a term, and click the term to insert a link to it.
