How to create modules in DOORS Next project?

There are two scenarios here:
- the project area doesn't yet have any artefact types defined. In this case, you need to either import properties or templates to populate the type system with artefacts, or create some manually
- you don't have permission to create artefacts. Get yourself assigned a Role that allows you to do so
From your screen shots I think it's the first one - your project area is brand new and you haven't configured it with any artefact types yet
