ELM Forces user to login again when switching between applications

I have installed this application many times and not encountered an issue, but ELM 7.0.2 does not want to recognize the LPTA keys from JTS on the other servers.

ELM 7.0.2 Distributed
copied the JTS server lpta keys to all other application servers and restarted them all.
Switching between jts to ccm or to rqm or to rm or anywhere in between still prompts for login again.

Have you also edited each Liberty server.xml to specify common sso settings such as the sso domain name?

I don't think I did Ian,  in all documentation we have, there is nothing about any settings in the server.xml (unless you referring to the configuration of the server.xml during enablement of ldap ?)  Can you elaborate. Thx
