ELM7 using RQMCopy Utlity returns "labresource attribute X" does not exist in destination catalog" when it does

We are using the copy utility to populate some assets in a new system.  We have multiple Lab Environments defined.  

1. When attempting to create the lab environments manually in the new system, items that existed in CLM5 for Installed Software, are no longer available in ELM7

2. Assuming the above may be part of the issue, using the copy utility to copy only the "configurations" we are repeatedly getting an error stating that the labresourceattribute for X does not exist in the destination catalog - but it does

I have full access to the system, so its not a permission error - and an RQM project template was used to create the project, so it would have received all the default Lab and Channel attributes so Windows 7 and Internet Explorer are already in there. The create Lab Environment the section for adding the environment criteria does not include the setting for Installed Software to define browser, database OS etc.

ELM7.0.2 ifix 28 installed

I'm well aware that the RQMCopyUtility is not directly supported, but it does serve its purpose for the most part. ;0)
