I don't know why you expect anyone to be able to answer your question with an absence of any real information.
Exactly what error message do you get?
Did you check ccm.log to see what relevant information might be logged there?
If so, what, if anything, did you find?

 I suggest checking if projects in CCM and QM (ETM) are even associated together because if not that is the reason why you are not able to link. Other potential problem is that ETM is using Config Management and CCM is not configured for that, or other problem can be lack of permissions.
