Delete icon is not provided in RQM to delete a requirement. Is there any way to permanently delete a requirement from RQM.

Not only there isn't an icon to delete a requirement on the web interface, also if you try to delete a requirement by REST API, you get the http 501 response code: "The server does not support the functionality required to fulfill the request". Probably deletion of a requirement isn't supported by rqm.
