In general, this should be the approach:
Google https://www.google.com/search?q=eclipse+install+birt+plugin or go to the documentation for your release directly.
In the google result click the IBM documentation link. In the documentation selection (Library>ELM documentation) on Jazz.net select the version 7.0.2 or use https://www.ibm.com/docs/en/elm/7.0.2 and then type BIRT into the search bar on the top of the window.
Follow the directions.
If you are in doubt about the Eclipse version you are using, click Help>About Eclipse IDE. Look at Version to determine the Eclipse version and choose the BIRT version accordingly.

This is not an answer, but a comment... I have the same issue and the links/approach you mentioned is exactly what I did before. But it didn't help!
The last link (IBM documentation) still refers to the Juno and Luna releases that correspond to Eclipse v 4.2.x and v 4.4.x respectively, and that's regardless of which version of CLM or ELM you select (e.g. 6.0.6.1 or 7.0.2, etc.). I suspect that page has not been updated since a very long time ago.
I initially hit this issue with RTC 6.0.6.1 client. After a few trials and errors I found that the right release to use is neon (http://download.eclipse.org/releases/neon/).
With EWM 7.0.2 SR1 client I tried several releases (Luna, neon, oxygen, photon, etc.) but none of them works.
I hope you, or someone who actually installed BIRT for EWM 7.0.2 SR1 client could shed more light on this issue.

I am well aware of the issues with different versions of EWM and Eclipse and other extensions. I don' have the need to install BIRT into my client and IBM actually tries to discourage using BIRT for the following reasons:
If anyone else can comment, please share your experience.
- It is apparently very easy to write inefficient and problematic BIRT reports.
- The BIRT reports execute in the server of the application - this can lead with 1. to crashing the application server.
- Report builder does not affect the applications servers.
- "Vanilla" EWM Eclipse 4.6 with RTC as zip or IM package.
- IM "Extension" install Eclipse 4.x which I have not used.
- P2 install for Eclipse 4.x
The version of Eclipse with P2 install that used to work for me best, is Neon. I have seen recently where you install EWM P2 and can not install Marketplace after that. See the blog above, I was able to manually fix the issue that caused this. Another approach is, to install the other stuff you want and then the EWM P2. Is Marketplace an option?
I don't know if it is feasible, but would it be possible to develop the BIRT reports without EWM installed in the Eclipse client?
I would agree that it is desirable to have a better install experience, but there are a lot of dependencies, including support of newer Java versions that add quite a lot of complexity. I think EWM is not alone with struggling to support all those versions.

We actually maintain a large number of custom BIRT reports for our users and external clients, all of which are for RTC and RQM projects. Unfortunately we cannot do without BIRT nor use it without RTC being installed.
I may try later your suggestion to install BIRT on Eclipse then the EWM after and see if it works and post the update here.

If you have an issue with a supported version of EWM I would suggest to open a case with support. This should resolve in a solution and a description others could follow.
So, please report this to get it addressed.
