Dashboard "history"

Is there any function that enables a dashboard "history"? I.e. that would data warehouse the changes (viewlets added, removed, changed) etc. over time?

No, this functionality does not exist. This would add an extensive amount of data to the repository for each dashboard given the vast number of fine grained saves while users are editing in auto-save. We have no plans to implement this feature at this time.
