Unable to trigger any build

Hi Team,

   From yesterday, we are unable to trigger any build. We have used the below command to run the build engine and getting the below error hence unable to trigger any build.

Command used to start the build engine:

jbe -repository "https://9.10.239.133:26443/jazz" (https://9.10.239.133:26443/jazz/%27)  -engineId "LocalWLEBuild" -userId "Workload_Estimator@us.ibm.com" -pass "*"

 Getting Error :

[Jazz build engine] CRRTC3521W: Warning: The build engine is
 either not in the repository, or it cannot be accessed by the following user: "
Workload_Estimator@us.ibm.com". The ID of the build engine is "LocalWLEBuild".

   Due to which our production release is affected. Could you please look into this issue and let us know.

  Please note, the same command was working for all most 6 months but all of sudden it is not working from yesterday.

Have you verified that the B.E. is accessible to the ID when logged into RTC eclipse ( as that ID ?).   I think build engine is more or less global to the repository, but may become inaccessible if the ID's project membership(s) changed.
