The CLM/ELM tools use WebSphere Liberty's OIDC feature to handle most authentication scenarios (a.k.a. Jazz Authentication Server). You can read more here: https://jazz.net/wiki/bin/view/Deployment/JASandOIDCProvider
We don't test with SiteMinder, so you would be taking some risk / need to be confident in your admin team's (or consultant's) ability to extrapolate from the documented scenarios.
