How to Convert OSLC URL to REST URL?

 Is there any api which is able to convert oslc url to rest url in ETM or CCM

"rest url" - do you mean Reportable REST URL?

 I am not aware of any APIS that convert OSLC URI's to Reportable REST APIs. The APIs are completely independent and used for different purposes. You would have to do the conversions on your own. For example get the ID of an item and then use that ID in the other API.
