is it possible within a single instance to give users access to all workitems across projects, but only have permission to view some of the code?

I don't believe this is possible since the granularity of read
permissions are at the project level. You can either read all the
artifacts in a project area or none of them.

project granularity is ok, such that if we have separate projects, we can set them for an individual so they can read the workitems but not have any access to the source code in that project, but ina different project they have full access to the code
