How can I edit the changeset which is already delivered by an user who is currently archived.

Grant some role the Source_Control -> Save_Change_Set_Links_and_Comments -> Modify_Comment permission.

And the user has to be unarchived ;)

You can modify the comments of archived users (so no need to unarchive the user that made the comment).
