anonymous read-only access

We have a requirement to allow anonymous read-only access to a repository which normally uses ldap authentication. The only option I can think of at the moment is to create an ldap user and publish the password but the ldap server will force us to change the password at regular intervals. Is there any way to allow access without involving the ldap server?
