tomcat-users.xml : Unable to login to Jazz server.

I have installed RTC-Express on my Ubuntu 10.04 laptop. When I enter the URL for the Jazz server, I am prompted for login ID and password. I have entered the user ID and password with correct values for roles attribute in the tomcat-users.xml; but these values are not accepted. Can you please advise me what could I be missing ?
