Anyone seeing 100% CPU with DOORS License Manager

I have only installed the License Manager so far but the CPU has spiked to 100% overnight. I have only installed the License Manager and the Licenses so far. It was fine when I installed it but it has gone to 100% CPU overnight. This has happened twice now. I had the server reset to before the install and then reinstalled and the result is the same. It's difficult to do anything now that the CPU is at 100%. License Key server is version 8.16. All of this is to allow me to installed IBM DOORS  9.7 but I cannot get past this stage of the install without the CPU maxing out overnight.
