A floating license can only be used on one license server.
But you can use a single floating license server for multiple CLM/RTC servers.
In order to transfer a floating license from one license server to another, just decrease the number of licenses on one license server, and increase the number of licenses on the other server by the same amount.
The only requirement is that the total number of licenses on all of your CLM/RTC license servers is no more than the number of floating licenses that you have purchased.

Yeah, there's no technical limitation preventing you from using the same license file on multiple servers.  When it asks you how many licenses you have, if you bought 10 you can just put 5 on one and 5 on the other as long as they add up.

A superior solution is to put all your floating licenses on one JTS server, then have all your other servers point to that one in their license configuration page as a floating license server.  I have seen large organizations use the license zip files on their production JTS server and then pointing all sandboxes at prod for licenses; very large organizations or those with a server to spare might set up an entire JTS server that isn't even connected to any ccm/etc, it just has licenses in it for other JTS servers to point to it.
