checking for changes in the RTC server without loading it using pipeline script from SCM

Is there any possibility to checking for changes in the RTC server without loading it using pipeline script from SCM (under Jenkins)
If yes then suggest me how to do that?

Please refer to https://jazz.net/wiki/bin/view/Main/JenkinsPipelineFromSCM for using this feature with Team Concert Plugin.  If you are looking for polling trigger options to check for changes on specific files/folders, then refer to this enhancement  407093: Triggering RTC builds only when specific files have changed
