Is it possible for a project manager to change the allocation for each member of the project? If not what is the reason? Could custom development take place to enable this?
Only JazzAdmins or members of the Project Areas administrators can modify the allocation. JazzAdmins can allow users of a project area to modify their allocation. JazzProjectAdmins can make themselves member of the PA's administrators for all I know.
