RTC Permissions Allowed Error

I am using CLM Suite 6.0.6.
I am experiencing a behavior in our RTC Web UI where permissions "Modify the work item's approvals" & "Setting up the work item approvals" are both denied for a user role, yet users assigned only that role in the project area have full permissions to create, delete, and modify work item approvals. Is there some situation where a license assignment or repository permission can trump these types of permissions, or any configuration that can cause behavior like this? Or am I missing something simple? Any help is greatly appreciated.

The only situation where a user only has one role is, if they have no role assigned. Then the user has only the default role 'Everyone' (in a context). Roles aggregate permissions etc...
