 You will need to use the RQMCopyUtility - More information pertaining to it is available at - 

Brief Summary about RQMCopyUtility -

This can be used to copy RQM artifacts such as Test Plans, Test Cases, Lab Resources, etc. The destination of the copy can be the same Project Area, a different Project Area in the same Rational Quality Manager repository, or a different repository/server altogether. Its meant to share common artifacts across projects and teams. It is not intended as a back-up utility

Please note, that it might much easier to use the built in "Duplicate" function.

You can either "Duplicate" a test case from within the current test case ("Duplicate" button in the upper right), or you can browse test cases, multi select test cases, and then do a batch copy (action menu at the beginning of the line).
Also the linked test script is copied.

But be aware, that you have to consider different attributes.
  • If same “Category” name exists, its value is copied/added (if not exists) in the target area.
  • Non existing categories are ignored
You have now complete independent test cases … there is no synchronization mechanism between copied test artifacts.
