Has anyone moved Deferred state to the "Open" state group?

I have seen some questions raised as to why Deferred is in the "Closed" state group, but I haven't seen anyone actually discuss actually having moved Deferred to "Open" state group.  By definition, deferred means to "put off to a later time", which is not truly Closed.  Dumbfounded as to why RTC defaulted Deferred to the "Closed" state group.  So, has anyone actually made the change to move Deferred to the Open state group?  Did it cause any issues?
